Holley,
There are "central vallies" all over the United States to which do you refer?  Crape myrtles will grow in the warmer areas of zone 5 and southward.  They can be started by seed and the seed will germinate in 30 days of less or you can buy plants.  They will grow into trees in the Deep South and they will grow in the Southwest and in California.  They do require regular watering so if you live in a very hot or desert area, you'll need to make sure the plant gets watered at least 1 inch of water a week or about an hour's watering from a sprinkler.  They need direct sunlight and average soil will do.  I hope this helps.
