When is the right time to transplant a hibiscus shrub?

Thank you for your question.

I'm assuming that you're enquiring about Hibiscus planted outside.  If that is the case, the best time to transplant any shrub is either in the spring or fall.  Evergreens prefer to be moved in spring (April/May)  when the sap is just starting to rise and deciduous shrubs in the fall (end September/start November) when the plant is going into its dormant period.
