QUESTION: NOT SLUGS...WHITE WEB...SMALL CATAPILLERS EATING ALL THE LEAVES....MAYBE MEALY BUGS? THANKS

Answer
Ahh, ok, you need to get some horticultural oil, this will suffocate the mealy bugs (it sounds like thats what it is, and they are the most common Hibiscus pest); make certain you spray the oil on in the late afternoon, after the sun has receded; the next morning before the sun get high, wash off the dead insects and residual oil; the reason for this is the oil will act as a magnifying glass and burn the leaves, if you leave it on throughout the day.
