Make sure this is bagworms first. http://woodypests.cas.psu.edu/factsheets/insectfactsheets/html/bagworm.html

Spray the foliage and the bags with an insecticide called Orthene. IF the pines are small you can just pick the bags off and destroy them. IF the tree are too large to spray or pick I would treat them a product called Bayer Advanced Tree and Shrub Insect Control. Thorough coverage of infested plants with insecticide is necessary for effective control. Try Bayer Advanced Tree and Shrub Insect Control - this provides 12 months of protection and is a systemic, meaning you mix with water and pour around root zone and there is no spraying. Apply to the soil under the tree and the roots will carry it to the leaves and when the caterpillar feeds on the needles they are killed. It will take a week or so for the insecticide to reach the needles if the trees are tall. Here is a web link to this product--check with your local garden type store for these products.
