If you're starting the tubers indoors, use sterilized pots that are approximately 3 inches deep with adequate drainage holes. Fill them with a mixture of good organic compost or potting soil.

Place each tuber hollow side up just below the soil level. Otherwise, you risk the chance of them rotting. Water the the pots very deeply until water is passing through the drainage hole, and place them in a warm, bright spot where the temperature will never fall below 65癋. Cover the freshly-planted tubers with clear plastic to help retain moisture which will promote sprouting, but remove the covering as soon as the sprouts appear. Don't water again until the top 1" of the soil is dry. Afterward, the soil should always be moist to the touch. Expect to see the first shoots in three to five weeks.

Once they sprout, make sure the plants have adequate light, but shade them from direct sun. A southeast window or flourescent lighting positioned 3" above the plant is always a good choice. Feed them with a balanced fertilizer diluted at half-strength the first time once their leaves and stems are about 3 inches tall. Then feed them on a regular schedule every 10 days at the recommended solution on the fertilizer package. When the shoots are 6 inches tall, the Begonias are ready to be transplanted to the garden or outdoor containers. Just be sure you wait until all danger of frost has passed.
