my fox tail has new shoots but they are just all bunched up in the middle and have not spread outward what is wrong with my palm its still the same height too

When new fronds emerge stunted, its usually from fertilizer deprivation, if you have fertilized, then check the type, it needs to be a well balanced "palm" fertilizer. The only other reason would be from being freeze damaged, it stops growth and they all bunch up in the emergence process...hope this helps...regards Nick
