insect identification


Question
I had 2 pots of trailing verbena transplanted from my yard. the leaves turned whitish and I cut it back. the plant is dead and I am seeing tiny perfectly round clear liquid filled balls that seem to contain a larva of some sort. There are some that seem to have matured and left an yellowish shell of the ball. I see no sign of an adult insect except a tiny black fly type. Any idea what this is?
