Question
QUESTION: I have a Hibiscus that is braided at the bottom its in a pot. The leaves and the buds are covered with green aphids the leaves are turning yellow the flowers have kept on blooming. Some one told me to make a mixture of rubbing alcohol and water I did that seemed to work for a day or two than they were back. Can you tell me what to do for my plant.

Thank you for your question.

The leaves are turning yellow because of the sap-sucking infestation of these aphids.  I'm sorry but the surest way of getting rid of greenfly (those green aphids) is to kill them.  

You could use a chemical spray specially formulated for the purpose, but if you really don't want to use chemicals you can use a solution of washing-up liquid in a spray bottle. In either case you will have to apply it regularly until there are no more signs of this pest.

There is also a biological control (Aphidoletes Aphidimyze) which predates the greenfly, but this could be rather expensive and you may have to order it directly from the supplier if your local garden center doesn't stock it.

QUESTION: When you say washing up liquid what do you mean?

Washing-up liquid is a detergent in semi-liquid form especially formulated for hand washing the dishes - it's diluted with water to make a soapy solution.  This soapy solution can be used to control aphids!  If you don't use washing-up liquid any other soapy solution should work.
