Black powder fungus on Mexican Lime tree

Question
How do i get rid of this horrible black powder? Tree is growing well , putting out new growth, only to have the new growth become covered w/ black powdery "fungus" within a few days. Has'nt bloomed for awhile either. I've tried neem oil, insectiside,w/ no real results. Please help!!!

Answer
Hi Frank.  The Neem does not wash it off, you would have to do that, but you should be getting new leaves that do not have it on it.  It must be in an area that has very little circulation of air, or something near it that is causing it.  If other plants are  black near by spray with neem.  You can make up some soapy water with a rag and wash off the black, then spray with a hose stream giving it a shower.
