QUESTION: The growing season is so short, what is the best variety of corn I could grow in the garden?

I presume you are thinking about next year? Look for the earliest maturing variety you can find - around 65-70 days. Precocious is one I have tried and liked, but there are others. If you have an extension service in your area they could recommend the best varieties for your location.

Corn is a heavy feeder and so likes a high-nitrogen fertilizer. What you use depends on what is available in your area, your budget and your own preferences. Do you want to add something to the soil or fertilize? You can use seed meals for soil amendments, or blood meal, or you can purchase a balanced fertilizer in dry or liquid form. compost is always a good amendment as well, no matter what you are growing.
