is it ok if i can propagate jasmine without any root hormone? is honey advisable to use while propagation?

Cuttings will root without a rooting compound. It's just that it helps expedite the rooting and ensures stronger roots. But given sufficient moisture, the cutting will still root.

Honey can be used as a rooting agent. It is less effective in regard to expediency, but many gardeners have used it successfully. It is definitely more economical if speed is not of essence.
