Red maple tree bark decay

Red maple tree bark de
My red maple tree was planted 2 years ago in a zone very close to a Hwy. Now, it has bark decay which is extending to the base and the leaves are turning yellow with red veins as if were autumn (we are in the middle of summer!). I fertilized it with 12-12-12 and put cedar mulch on the base. What else can I do? I'm attaching a photo

Looks like borer damage. I would spray the areas with an insecticide called Merit. This will kill nay insect in the wound and prevent others from attacking. You are doing what i would recommend in the fertilizer and mulch. I would use a fertilizer rate of 1 lb per inch of trunk diameter scattered around the tree and watered in good. I would fertilize it again next spring since you have already applied fertilizer. Any loose bark can be cut from the wound this will help the wound heal faster.

The chemical name for Merit is Imidacloprid.
