rose buds not opening

Hello,
i thank you for your time reading my email.   I am a new rose gardener, in zone 6- Oregon.  I have planted the roses Angel face and Miss All American Beauty, amongst others.  These two have given me problems.  The foilage is going strong- they were bought bareroot(angel face) and all american beauty (in bloom) in a 2 gallon pot.  Since planted, in soil mixed with compost, their blooms will not fully open.  Angel Face's blooms look rotted, almost chewed away.  They are planted in southern exposure, although there is a tree slightly shading Angel Face, it is sparse and leggy and does not over-shade the plant.  I planted Angel face bare root and was so excited that she has come this far, why won't her buds open?  It has been typical mountain weather here- cold one day, sunny the next.  Does this have anything to do with it? I water almost every day, at the root.
Also, I planted Madame Alfred Carriere bareroot and she hasn't done a thing.  No shoots, nothing.  I dug her up and replanted her.  After analyzing her roots, I noticed no growth was made.  She looks dead, except for the green at the bottom of her canes.  Is this worth salvaging?  
I'd appreciate your rose wisdom....

All roses need a minimum of 8 hours of full sunshine. If they get less then they can make poor looking flowers and long thin canes. First of all Angel Face is not an easy rose to grow and really should be grafted to give her more strength. She is very fussy and if you don't give her the ideal situation, then you will have problems. There is an insect called a rose midge that lays it's eggs in the base of the buds. When the babies hatch they then eat the bud. That will probably be the reason the buds don't open. If you use any rose insecticide and following the instructions on the package that will get rid of them. We too are getting cool nights and warm days and this is only ideal conditions for mildew which looks grey on the leaves.
Your Mme. Carriere could come back. Prune the canes right back to where the green looks like the flesh of a green apple and that should be enough to save her. Plant her and then water her well and give her any type of rose fertilizer such as Miracle Gro and she just may come back.
