i am gardening at roof-top in INDIA,CALCUTTA. most of them in earthen pots.some of my rose buds are found dwarf ,short petals though the buds found o k .what's the problem ? pl help.

There are a couple of reasons that might be causing the small flowers. One is that there is a rose midge in the buds. If you look closely at the base of a flower bud and see if there is a very tiny pin hole, then it is rose midge. The female lays her  eggs in the buds then they hatch and damage the flowers by eating them. Cut off the buds and put them in the garbage. The other may just be that there has been a change in the temperature and the higher heat has dwarfed the flowers. Roses will always go under stress when the temperature get higher in the middle of summer because their roots get too warm, especially in ceramic pots. There is another reason and that is if you give a rose fertilizer or use a spray on it when the temperatures are hot, it will re-act by going under stress. However you should see the effects in the leaves not the buds and flowers.
