Webs cocooning my rose bush - help!

I live in Miami, Florida and have a beautiful new Tiffany rose bush that suddenly was cocooned on all the leaves and stems by very fine webs with small whitish green mites in the webs.  I have thoroughly sprayed the bush with Bayer Advanced Garden Rose and Flower Insect Spray three times now, but every time they just come right back in two days and they are killing my bush.  I hate to lose this bush because the blooms are the most fragrant I have ever had.  Please can you tell me how to get rid of these web bugs.  Thank you!!

Garden chemical manufacturers are being told to pull back on harmful pesticides which is a good idea but it means that many of the newer ones don't do the job very well on the tough guys like you have. Bayer makes a good product but it seems to be too gentle for your purposes. When you have mites that suck on the juices of a plant, you need a systemic type of insecticide that will poison them when they take a bite but won't harm the rose bush. There is one made by Ortho called Orothenex. This one contains an active ingredient called Vandex which puts it into the sap of the rose canes. Just follow the directions on the package for Spider Mites and it will do the job for you.
A tip for you about Tiffany. This is one of my favorites but it does have a  problem and that is the flowers are small and have weak necks. So to solve this problem make sure you feed this rose with something like a slow release fertilizer as this means the rose will get constant food which will help make the flowers larger and the necks stronger. Instant fertilizer doesn't do the job as well as the slow release one. I use Osmocote 14-14-14 on my two and it really helps. This is a rose that once it gets going will be LARGE such has 7 feet tall with very thick canes. Hope this helps.
