Rose Tree With No Leaves

Question
I planted two rose trees on the same day in the same location, they are on each side of my sidewalk. One of them has leaves and the other one hasn't put out any leaves yet but the stalk and stems are green. They aren't the same exact rose tree but I have fertilized them both and watered them at exactly the same time of day. In other words I have treated them exactly the same.

Answer
Rose trees are made by growing a hardy rose to about three feet tall and then budding a modern rose on the top. This is the reason the stems are green. However it is the top rose one has to be concerned with. If one is doing well and both were planted at the same time then there is something wrong with the one that isn't showing any signs of life. It can usually take about two weeks for some roses to get going but after that it should be up and running. Scratch a cane on the top rose and it should be green. Even cut a cane back a little and it should look like a green apple. If there is any brown in the cane then the rose tree is dying and I would return it to where it was bought.
