how do i get my rose seeds to germinate. i have them in pots with a seed starting medium and also i have them in sealed bags with a little water. both of which are on a seedling heat mat. i've even scratched the seeds outer casing. all of this is taking place indoors. nothing. thank you

Rose seeds need to be chilled to activate them into growth. Here is how to grow roses from seed. You will get a lot of single pink ones but sometimes you get a really good rose from them. Here is some excellent  information for you.
