Extensive rose leaf damage - skeletal

Please Help!!  I have several roses in our courtyard planted between courtyard & garage.  They start out fine and then something attacks the leaves leaving them skeletal.  I see no pests on them.  I fertilize and spray them for pests but seemingly ineffective.  I live in northwest Ohio, Zone 5.  Some are climbing roses, some are tea roses.  Thank you for your help.

Roses drop their leaves mainly for the following reasons. Not enough water or too much water. Change in weather to high heat. Lots of rain and no sunshine. So if there is no signs of a rose disease and you can't see any bugs, the only answer may be an animal. Deer, rabbits, squirrels and underground pests such as voles, all eat rose leaves. But they eat all of the leaves and don't leave anything. However many times the insects go up the rose, eat the leaves and then sleep in the soil around the base of the roses. So many times just spraying the rose won't kill the bugs. Dig around the base and see if you can find any caterpillars or beetles. How the edges of the rose leaves are eaten is also a clue. beetle leaves sharp edges,  caterpillars leave round holes or edges. Some bugs such as the rose slug, eat the undersides of  rose leaf and that kills the leaf which shows up on the top as brown and then it dies, falls out and you have just the main veins left. Please get back to me if any of these suggestions sound like your problem.
