cutting Lucky bamboo/dracena

Hi, I have a very tall single stalk lucky bamboo, it is very top heavy and I would like to know how and where to cut it. Right above a ring? Cut it with scissors or knife?When I cut it can I stick the top back in water to reroot and will the bottom half resprout? I also have a bunch of them on another pot, it came in a tiny thing, and now it is in avery big cherry jar in water with rocks doing extremely well, just wondering if I should ever put it in soil. I really like these plants I have had them for a few years now and dont want to kill them. The bunch expanded exponentially since the repot and the single stalk is at least 3 feet tall. Thank you.

Yes and yes. I would cut it right above a ring with a very sharp knife. Put the top back in water and just treat it like the original plant.
