I asked about shoots coming up around the base of a tree azalea.  Should these
be removed?

Yes, they are called suckers and they should be removed. They detract from the design and they re from the stem stock and not from the plant that is supposed to be the blooming plant. Just use sharp pruning shears and prune them off at their base. Good luck.
