Tiny White bush fungus

I live in Toronto Ont. We've had a record amount of rain this summer. I have a green leave bush in my front yard that has been infected with a White fungis looking disease. The affected area is growing (on both the small green leaves and on the stems) and the fungus has now spread to a evergreen fir bush, but only on the pine needles, not the stems...at first they appear to be White tiny 1-2mm oval sized insects (almost like a miniature 1-2mm sized white grain of rice stuck at intervals on the needles) What am I dealing with? Have can I get rid of them?

Sounds like you are describing scale insects.  They will kill plants if not controlled.  I would treat the affected plants with Bayer Advanced Tree and Shrub Insecticide.  This product is mixed with water and poured around the base of the plants.  The product is then taken up by the roots and spreads systemically in the plant.  It will kill the bugs within a week or two.  It also provides protection for up to a year from re-infestation.  I hope this cures the problem.  Good Luck.
