white balls on pepper plants

Hello,
all my pepper plants (all planted in pots) have white slightly elongated balls (1mm x 2 mm) in size on the back side of most of the leaves. The "balls" are covered with cotton-like material. I saw a couple of tiny white moths developing from some of the balls. What kind of pesticide is it? what is the best solution? can i save the plants, or should i get rid of them, before the white moths spread on everything in the garden? i live in Southern California. I am not sure about these critters to know if they may be pests or just incidental insects. There are a couple of options to get them identified, which is the first important step if you want to control them. (1) You can take and send me a photo. If you do, try to get as close as you can to the leaf. Be sure to review the image to be sure it is in focus BEFORE you attach and send. OR, (2) snip off a few leaves and carry it by your local garden center/nursery for someone to look at. As a third option, you can call your local county Agricultural office to help with Id.
