Question
every year just before the tree blooms I get little black bugs on the tree and it never blooms, the leaves turn under adn it is all black under the leave

You need to raise the sucrose levels (health) of your tree.  Your phloem and or xylem are not working sufficiently enough to defend agianst these insects.  Sounds like aphids or Black sooty mold from aphids sucking all the juice out of your leaves.

You need a new product being tested by the University of Florida called Atomic Grow.  www.atomicgrow.com.

It will raise the sucrose levels of your tree making it unpalatable to these insects that are attacking it every year.  With a little pressure it will also clean these insects off your tree and clean the Stomata (mouths on the leaves) allowing each leaf to produce more sugar and to breath properly so that it will bloom and give you fruit.
