Landscape planting/design question

Retaining wall planter
We have a planting area started in our retaining wall.  Areas are 21?and 31?long, 4?front to back.  The area currently has Buxus Green Ice boxwoods as a 揳nchor plant?in the back (they are new and still small) and 3 Beni Kaze Japanese Forest Grasses on each end.  

I'd selected dwarf Gaillardia plants to put in front of the boxwoods for all summer color.  Question: Will it look awkward with the 15" dwarfs covering up the bottom 15" of the boxwoods (we will keep boxwoods trimmed to 3')OR would a ground cover be more appropriate?  I wanted a pretty substantial sized bloom to match the scale of the large wall. In my opinion the visual appeal would be fine,but the plants may be too crowded in such a narrow space.

You may want to try a couple of gaillardia and wait til the buxus reaches maturity to see how they do. I think a better idea would have been to choose one shrub which meets your desire for blooms or to choose just gaillardia or a mixture of flowering perrenials for the space.

Its difficult to tell without exact measurements,but the space appears too narrow to be mixing plants of completely different types,forms and heights.  Good luck. Let me know if I can be of further help.
