Can I make a well at home that is deep enough and wide enough to water a quarter of an acher? Is it afordable?

It depends on so many things:  the water table in your area, local codes and regulations, the type of system you want.  I just could not really give you an accurate answer.  Try consulting with your local or county extension agent.  They usually work out of the county agriculture office or something like that.  They usually have a lot of information that applies to local conditions and situations.
