After the plant has roots and leaves and it's time to put in soil, how much of the actual potoato should be below the soil?  Thank you.

Answer
The entire potato should be just below the surface. Otherwise, the exposed portion becomes green and inedible. My recommendation is to mound soil or straw over the potatoes as they grow in diameter. This will protect them.
