Removing shrubs for deck addition

I am putting a deck on the front of my home and need to remove some shrubs (2 arborvites,  1 spirea and another (unsure of what it is).  They are currently in rocked landscaping and the deck will sit over the top of the rock once built.  If I cut them off at the base and recover the stump with the plastic and rock will they grow back after the deck is on? (There should be no sun under the deck).  Digging them out would be a real chore since they are very close to the house and I am a bit afraid to have them pulled out with a vehicle.

I would recommend cutting them at ground level, and trying to sever as many roots as possible with a spade shovel, this should limit regrowth under the plastic and rock that you are planning to cover them with.
These stumps will eventually rot out and you will not have to worry about them.
