Question
I have a hedge that looks terrible.  One plant has died and the others show very little new growth and have some black spot.

I am located in the Columbia Gorge where the winters are very wet.

The hedge is about 10 years old.

If spray and fertilizer and puning are indicated when and what.

I would recommend pruning out the dead and dying areas to stop further progession of the disease that is attacking the plants. Sterilize the pruners in between cuts with bleach.
Put down a low nitrogen granular fertilizer now to help strengthen and fertilize them again in the fall and again in the spring.
To control the leaf spot, you need to spray them initially in the early spring as the leaves are opening and continue treatment every 10 to 14 days throughout the growing season with fungicide.
