QUESTION: why would the limbs turn black with white spots kind of like mold I think they are dieing. I just want to know why what am doing wrong.

ANSWER: Black growth on any shrub means it died during the winter or perhaps when you didn't notice. Then because it is dead and there is fungus and bacteria in the canes, the fungus begins to show on the outside. Any dead growth is a magnet for all types of fungus.

QUESTION: WE just got these roses at hoe depot about 3 weeks ago what can I do do stop it

Answer
I am afraid there is not much you can do as the roses sound like they are dead. If you want to, you can cut all the rose canes right back to about 2 inches from the ground and if the canes are a pale green inside then they may put out healthy canes. Any rose spray for black spot will also help. If the rose canes do look green, then just give the roses a spray with it once a month.
