transplanted rose wont bud

Question
I transplanted a rose bush from a containter into the ground.  I have had it for 3 years and it has bloomed often.  I pruned the leaves but not the roots when transplanting.  I am now getting lots of new growth but not one bud.  I don't know what to do, should I prune it all back?  Wait until next year?  I am at a loss.

Answer
Roses hate to be disturbed and will get even when you do it because they do go into a state of stress. This means that they have to start from square one to bloom again. If you moved it in the early spring it can catch up much quicker but if it was moved in the summer it will go into stress.  First they have to make growth which then needs leaves. A rose won't bloom unless it has enough leaves to support the flowers. So first it makes a lot of new growth and then it will make flower buds. If your weather has been hot, this will delay it's routine plus not enough water also slows it down. The criteria of a healthy rose is the type of growth it makes. If it is making constant new growth, even a small amount, then it is a healthy rose and will bloom for you. Depending on where you garden, it may be too late this year but next year it will act as it did in the container.
