Tree Rose wont bloom

I have purchased a tree rose named "Playboy" and when it arrived it had new buds coming out.  It has been about 1 month and the new buds died and the tree is not producing anymore.  The tree seems to be healthy but still dormant.  Is this normal or can I do something to fix this?  I have planted my garden in pots and this is the only rose that is not in bloom.

Playboy is a good rose and should do fine for you. To me it sounds like the garden center where you got it has forced the plant into growth as many do that. Sometimes they even get them forced into buds. But what happens is when it is replanted it is no longer inside a greenhouse or being forced with fertilizers so it falls back. If the rose is putting out new growth and that growth is healthy, then I wouldn't worry. It will take about three weeks for the plant to act normally and produce flowers. Tree roses are grafted onto a rugosas cane, rugosas hate hot roots so it would be wise to make sure the pots isn't getting too much heat on it. Also a mulch on any kind on the top of the pot also gives the roots some coolness and will encourage new growth. Hope this helps.
