Green worms & white larvae on Sunsprite Rosebush

I have discovered little green worms and very tiny white larvae on my Sunsprite Rosebush.  They are eating the buds and new growth.  What insects are they and what kind of insecticide should I be using to kill them?  I have used Bayers 3 in 1 (fertilizer, fungicide and insecticide) last week on it but the worms have not died.  It is really affecting my rose bush.  It is not as big as the other ones I planted this year. Please tell me what I should use.

It sounds a lot like you have the rose sawfly insects. These insects can eat a huge amount in a few days. They seem to prefer certain roses and will do more damage to those than any others. They are also immuned to a lot of insecticides but Safer Insecticidal Soap should kill them because what ever it has in it appears to kill them better than other sprays.
