Flower roots being eaten


Question
Trying to figure out what is eating my flowers roots.  Two of my gerber daisies have been attacked and killed.  One was fine yesterday, today the roots are gone, looks like chopped off straight across the bottom.  I did find a small tunnel but then it ran into the side of the railroad ties which I have around my flower bed.  I'm hearing anything from chipmunks, voles, grubs. Don't really think it's grubs.  Cany you help identify this pesky little creature?  It has just started and my flower bed has been built since April.  I need to do something to deter this as I have a lot of money invested in these flowers.  Thanks so much for your help.

Sounds like voles.
