white coating on Kentucky Bluegrass

My sister lives up East and says parts of her grass are yellowing. They had a white coating previously. It is not the entire lawn but it shows up in strips closer to the house on the side, and around the edges near the evergreens. I thought it maybe was a problem with the soil (acid) but the concrete foundation might rule that out, or does it? Any ideas of what to do about this?

Hi Guy;
Could be a fungus.
Best treatment for fungus is horticultural corn meal applied at the rate of 10 to 20 pounds per 1000 sq.ft, and watered in.
If they can't find horticultural corn meal, baking soda disolved in water and sprayed on is a good substitute.
Mix 4 teaspoons or 1 heaping Tablespoon baking saod per gallon of water.
