bell peppers not growing

Question
In SW Ohio, we've had extra hot then rather chilly weather this APril.  I planted my peppers at the usual time.  They are starting to turn yellow and not growing...can it be the weather or is it a soil issue? THANKS!

Answer
Valerie:

The yellow leaf sounds like they need fertilizer. Peppers require a lot of nitrogen and water. Feed by side dressing them with a good organic fertilizer and then water in good.

Best wishes and please let me know if this helps.
