Peppers not producing


Question
I'm a first time gardener.  I started 3 types of peppers (jalapeno, red bell and green bell) from seed and transplanted them.  Two types were from organic seed, one type non-organic.  Still each type seems to have a few plants that look great but aren't producing yet.  I have two beds and the different types planted together at random in both beds (I couldn't tell them apart when they were small).  In both beds, some plants have peppers, some don't (a few have small blossoms forming but are way behind other plants for some reason).  All the plants look healthy whether they have fruit or not.  Any suggestions to get  the non-producers going?  Thanks for your time.

Dear Jane,
I've had a terrible problem with rabbits this year.  I don't know if that could be an issue for you or not, but they are snipping, even the buds before they blossom.  I know a number of people are struggling with hybrid peppers this year.  As in beautiful plants, but little produce.  Organic is not always non-hybrid.  I just don't know what else to offer you.  Oh, check the type of plant food you may be using, if any.  Some plant food really contributes to the foliage to the peril of the fruit.
I'm sorry I don't have the specific answer, but maybe one of these ideas will help.
