Question
What would you suggest on, methods of farming on existing rock and sand type, soil ?  Methods, home / industrial methods, tactics, tips, etc..?  Rocks are preety big underneth the ground, but just pebble type on the surface.

Is there anything growing in this soil now? If there are lots of weeds then the soil is probably fairly good, you can till the soil, remove larger rocks, fertilize and then plant some veggies.  If there is nothing growing then you will have to amend with lots of compost, manure and perhaps top soil.  If it is a small area you could consider raised beds and just fill those with soil.  If it is a larger area, add the soil amendments in rows to make permanent beds and pathways, that way you only put the soil in the area you will be growing veggies.
