Question
My 3 section robellini palm had severe freeze damage from past winter and only 2 sections came back. Will the other section ever come back and if not can I cut it down to the base on the palm?

If it hasn't shown any sign of recovery by now then it is probably beyond help, but the other two should do just fine, cut the dead one back to soil level and let it callous over naturally, spray the other two with a "chelated nutritional spray for palms" (Home Depot) , this will help get needed nutrients into the palms system and help strengthen it for the coming Winter. Fertilize it naturally around its base every 3 months with a well balanced palm granular also.
