Watering seedlings

I have seedlings growing in Jiffy-Mix and 3" peat pots under 40W GE Chroma 50 (sunshine rated) fluorescent lamps, with an oscillating fan set on low keeping the air circulating. I have two questions concerning watering. I currently water each pot with a spray bottle when the top of the mix around the seedling shows the first signs of drying out, but this seems to be rather often, like every 2-3 hours. Q-1) Is it safe to give more water at one time? (I'm afraid of what unseen accumulation might take place lower down in the pot). Q-2) Is there a way to water from the bottom without danger of hurting the seedlings? Thanks a million for your advice!

Michael, using a spray bottle is fine for misting, which of course keeps the humidity level high for the seedlings.  However, it is not good to water in this manner.  Misting the top of the soil results in too shallow of a watering which causes the roots to reach for the top of the container instead of straight down where they will receive their nutrients.  The result is spindly seedlings that often are stunted.

It is best to water from the bottom and allow the soil to wick or draw in the water.  After about 4 hours, remove any remaining water in the tray.  The other option is to water very slowly from the top until water runs out the bottom of the container.  This process does tend to dislodge the soil and disrupt the root system, especially when they are still very young.  That is why I opt to water from the bottom.
