If using a self watering pot, how much water should be in container and should it be full or partially full all the time?

You can fill a self-watering pot as full as it will hold.  If the pot is properly made of quality ceramic, the inner pot (the one holding the soil) should only absorb as much water as it needs.  Make sure that you add fertilizer to the water, about 1/2 strength.  Good luck.
