Oleander not growing


Question
I planted about 10 one gallon oleanders a year and a half ago.  Only one of them has grown.  The others are still the same size - about 8 inches tall.  They are not dwarfs and I just don't know what is causing them not to grow and how to fix it.  Please let me know what you can.  Thanks.

Ordinarily oleander is very hardy and adaptable in the southern climates (lower zone 8 to zone 11). If you are planting them in the upper part of zone 8 or above, then they need to be protected during the winter months.
Oleanders respond well to fertilization, I would recommend fertilizing them this fall and again in the spring to stimulate better growth.
Maintain good watering practices and they should take off.
