the webbing would make me believe you have spider mites on your rose.  spider mites are usually a sign that the plants are stressing under too dry of conditions.  don't let them wilt.  spray mist the plants 2-3 times per week to add humidity around the foliage.  spray them in the AM when no direct sunlite is on them.   get to a local garden center/nursery to see what they recommend to spray with(safer soap, neem, etc. ?) to get rid of the mites.  i'd recommend orthenex(a combination systemic insecticide / fungicide). hose off the foliage to knock off the mites and webbing prior to spraying.
water by weight. put a saucer under the pot. water and let the plant sit in the excess water for 5-10 minutes.  after that time pour off any excess water in the saucer.  pick up the pot.  it should feel heavy.  don't water again until it feels considerably lighter in weight.  indoors check it every 4-10 days.  watering frequency depends on many factors(sun exposure, wind, day temps, etc.) both indoors and  outdoors.
good luck.
