Roses do not have new buds

Question
I emailed you recently about a rose bush that I transplanted last fall.  It was full of buds this spring and bloomed but there was a white coating on the green part of the bud and some of the leaves looked dry.   I sprayed for mildew and also sprayed with an insect spray.  My problem now is there seem to be no new buds on the bush. The leaves look o.k. and I don't see any insects (only the white coating on the green bud part).  Is it normal to not have new buds?  I do not even know what type of rose bush it is.  The roses are dark red, almost burgandy.  Thanks for your help.

Answer
Some roses are what they call repeating roses and others only bloom once. I would guess that your should repeat. It will take about a month before any new buds develop because the mildew has destroyed the ones it has already made. If you have used a spray for mildew, then there shouldn't be any left. It sounds like it isn't doing the job for you. Wait for a month and if then you still don't have any buds, please get back to me.
