QUESTION: The color are brown. I fertlized with roses fertelizer and I install mulch. the roses are red carpet roses they are around a water fountain.

Answer
In your area the winter shouldn't be cold enough to kill Red Carpet roses. However if you have fertilized late in the fall, that would encourage them to go and the winter would freeze h new growth. Never fertilize past the end of September in your area and this will encourage the roses to go dormant for the winter. Once they are dormant they will be fine. Once your spring warms up, cut the roses right back to about 8 inches, this will get rid of the dead growth and encourage healthy new canes and leaves.
