White blobs on Rosemary bush

Hello,
It looks like someone took a shotgun full of marshmallow cream and shot it all over my rosemary bush.  The blobs are larger than pea-size and are gooey.  Do you know what it is?  Thanks for your help!

I believe it comes from the spittle bug. I don't remember what recipe that I used for this, but try 1 teasp. rubbing alcohol & 1 teasp. hot sauce to a qt. of water in a spray bottle. Apply every 3rd. day until it disappears. Spray under the leaves also. If it looks like its too strong after the 1st application, dilute by 1/3 water & try again. If you don't want to use this, go to www.gardensalive.com. They have all organic pesticides.
