Cereus chalybaeus

I have a large Cereus chalybaeus that has done beautifully for years with many fruit and lovely night-time blossoms.  Lately there are yellowed areas and some of the arms are soft and fall over -- and there are many webs all over the plant.  Is this a Spider Mite infestation or another type of pest?  Nothing has changed in terms of water, heat, light, etc.  This large cactus is on the NORTH side of Phoenix home with excellent light and good drainage.  HELP!

I wasn't able to determine the webs you mentioned, as the image you provided didn't have much detail. But regardless of the webs, the falling parts is natural as the cactus is getting big. People prune the cactus to prevent this, and root the left overs. Visit the page below if you consider rooting your plant.
