Answer -
I really do not understand what you are asking. Sounds like the neighbor thinks the crab apple tree is killing her plants? Please re ask!

Answer -
No the crab apple tree is not killing the neighbors plants. Now some plants live better in full sunlight and others in shade or partial shade so if she has plants that need sunlight and the crab apple tree is shading the area she should move the plants or change the plants. I would think it pretty selfish to want a neighbor to cut their tree to move the shade. There is no disease that will get on crab apple and spread to other plants. The cutting of the crab apple is up to the owner based on the healthy condition of the tree and the owners wants and wishes. I for one would let the crab tree live next to the ole "crab'.

Answer
IF a tree is cut (hardwood trees) to keep the root systems from sprouting you need to paint the stump as soon as you cut the tree (that day)with a herbicide called Roundup. Roundup will be taken up by the stump and transported to the root system and kill the roots stopping the sprouting. Be aware that Roundup is a herbicide and if it is sprayed on any green plant it will kill it so make sure you do not get it on any plant not wanted to be killied. It is a safe produce that can be bought at any nursery/garden type store.
