Crab Apple Tree - Black Aphids?

I really am trying to identify what is killing my crab apple tree.  Last year we noticed stunted leaves and earlier this spring we noted we had MANY dead branches.  We pruned off the dead branches and the rest looked relatively healthy but the flowers were really sad looking.  Now we have noticed glistening black dot-like bugs (or something) TONS of them all on the bark.  The bark is misshapen and lumpy where it looks like they've also burrowed underneath.  Every single bit of bark is infested with these things.  I also notice in some of the crooks of the branches some web-like substance.  Not a lot, but a bit of it.  It also can be seen on some of the leaves where they join the bark.  Can you tell me what they are and what I can do about them?  I've never used any pesticides or anything else on any of my trees.

You need to go to crowleynursery.net and go to nursery tab and order Atomic Grow.  It is all natural and will quickly take care of your problems.

The University of Florida is testing it because it is the only product in the world that takes care of bugs and stimulates the tree at the same time.

When you get it mix and spray your whole tree.  Bark leaves everything.
