Powdery Mildew on Orange Citrus Tree leaves

My young orange tree has developed these cottony spots on the TOP of its denser leaves. I have looked all over the net and the only thing that seems to look similar is powdery mildew, only there is hardly any mention of that as a disease that affects citrus. Here is a picture. Do you think this is what is affecting my tree. I live in Southern California, and its dry and about 72 here now. What is the best (hopefully organic) way to treat it? Thanks so much.

Hi Nicola, I would use Pure Neem Oil spray from Dyan Gro, it rids allot of different types of critters from our plants.  It is also a fungicide and miticide.  Best of all it does not wash off, is organic, and does not kill our beneficials.  What it does is alters the taste so the bugs go else where.  It is the only thing I use at my nursery to combat pests.  kathy
