we have a big problem with bag worms/web worms using seven spray now a friend used a paste around bottom of tree and can't get any don't know name of it

The product you are asking about is called Tanglefoot. It is sticky and is spread either on the trunk or on a band of tape around the trunk. The caterpillars will crawl down the trunk when they are looking for a place to pupate and get stuck in the tanglefoot. You can also spray the trunk with an insecticide called Orthene and this will do the same thing--as the caterpillar crawls down the trunk it get Orthene on its body killing the insect.
